About Dr Noor Mohammad

Dr. Noor Mohammad has more than 29 years of professional experiences in the arena of Public Health and worked with government, non-government, international organization and United Nations; He has professional expertise in providing technical and managerial assistance for project development, project appraisal, project management, project implementation, monitoring, evaluation, research, developing MIS, developing communication materials, facilitating training/workshop sessions, writing technical and financial reports & presenting papers.

He is also the editor of a bi-lingual (Bengali & English) monthly journal known as ‘Projanmo Kotha’ (voice of the generation). He already has edited more than 11 published books in credit, as well as 4+ reader-friendly research reports and more than a dozen published articles in peer-reviewed journals at both home and abroad. About twelve (12) basic researches have been done, and about sixteen (16) research works managed/coordinated mostly on/of Public Health issues.

Has a good track records for presenting papers and disseminating those through different channels: seminar, symposium, workshops, consultation meetings, etc. So far he has made more than 30 presentations in different international professional gatherings.

Work Experiences

January 2015 - Present

Executive Director
Population Services and Training Center

PSTC, a public health organization working for 'population and development', provides services and training in the arena of public health. As the then Executive Director, the CEO of the organization, was to retire from February 2015, he was recruited as Executive Director Designate from 01 January 2015 to take over from the then ED on 01 February 2015. The major challenge he has taken and the Governing Body approves to re-build its image and re-branding its programs/projects which was then already 37 years old. Thus shifting of its HO, re-designing the logo and modernizing the organization with technology acceleration gave the organization a huge boost. Besides since July 2017, a bi-lingual (Bengali & English) monthly journal named as 'Projanmo Kotha' (voice of the generation) has started publishing and he started playing the role of the editor of the journal.

November 2012 - December 2014

Director Program
UCEP Bangladesh

UCEP Bangladesh, an organization that provides education support to underprivileged children through skills development and also guides them to have decent employment. Being the Chief of Programs, during his tenure with UCEP Bangladesh he led two different ‘quick and dirty’ assessments on facilities and program on SRHR; mobilized resources from bi-lateral funding sources (Nuffic of Netherlands) to undertake a project on SRHR; and developed a revised model of the core program considering the reality.

September 2009 - June 2012

Assistant Representative
United Nations Population Fund (UNFPA)

As UNFPA Assistant Representative he led two components of UNFPA programs: Gender and Population & Development. Also was the lead person to coordinate a Joint Program on addressing Violence Against Women (JP-VAW) in Bangladesh where nine UN agencies and 11 Ministries were involved; formed the first-ever UN Gender Thematic Group (GTG) in Bangladesh and chaired the group and led Pillar 7 of UNDAF in Bangladesh on Gender Equality and Women’s Empowerment; managed successfully mobilization of resources and implementation of the census of Bangladesh in 2011 with Bangladesh Bureau of Statistics, a govrment bureau.

May 2004 - August 2009

Program Analyst
United Nations Population Fund (UNFPA)

As Program Analyst, he was responsible for the youth and education programs of UNFPA Bangladesh, which were implemented through different ministries like Youth, health & education of the Bangladesh Government and NGOs. He facilitated the process of formulation the first-ever national Adolescent Reproductive Health (ARH) Strategy for Bangladesh through inter-ministerial committee; formed a Youth Platform to help them raising their voices and encouraging the youth participation; designed the Life Skills based Education Programs for the in-school and out-of-school boys and girls.

April 2001 - April 2004

Program Manager
United Nations Population Fund (UNFPA)

As Manager, ARH Project for married adolescent girls (MAG) under the UN Foundation funded 17-country global project, he was responsible for implementing the project in Bangladesh through the Department of Youth Development (DYD) under the Ministry of Youth & Sports in 30 sub-districts of 10 districts in Bangladesh and as part of implementation UNFPA introduced Personal Social Education modules for the married adolescent girls.
